Garden Getaway Weekend Approaches

2013 Pre garden tour pics 007Get your tickets now for the annual Samaritan House Homeless Family Shelter Garden Getaway Weekend, which takes place this year on June 22 and 23!

This year events begin on Saturday, June 22 with a delicious dinner paired with both oral and silent auctions. Held at the Newport Shilo Inn and Suites, 536 SW Elizabeth in Newport, the doors will open at 5:00. The full-course dinner features a choice of entrees as well as dessert and complimentary wine. The tickets are $50 person, and attendees will enjoy the music of the Bad Lee Bent Trio as well as games that will be played throughout the evening. Tickets must be purchased in advance.

On Sunday, June 23, the Garden Tour will start at noon. This year the seven featured gardens are along Yaquina Bay Road and just outside Toledo. There is a wide variety of gardens, ranging from a garden with vegetable patches to one with exotic water features. A shuttle is provided for several gardens. The cost of the garden tour is $20. Each garden will have a raffle, and two of the gardens will have refreshments for your enjoyment.

A combined ticket for both events is $65. All proceeds go to support the Samaritan House Homeless Family Shelter, which has been sheltering, educating and guiding homeless families with children toward independence since 1988. Tickets are available at businesses throughout the county.

Albany man indicted in crash death of Toledo residents

A 46-year old Albany turned himself in to Oregon State Police on Friday morning following an indictment in connection with the October 2012 double-fatal traffic crash that killed a Toledo-area man and his daughter on Highway 20 about a half mile east of Eddyville.

The defendant was later released from custody pending a future appearance in Lincoln County Circuit Court on two counts of criminally negligent homicide.

Wallace M. Beaver, 46, of Albany, was indicted last week by a Lincoln County grand jury. His next appearance date is scheduled for 8:30 a.m. June 24 in Lincoln County Circuit Court.

At 8:17 a.m. last Oct. 25,  a 2001 Dodge Dakota pickup driven by Beaver was westbound on Highway 20 near milepost 24 negotiating a right curve when it crossed the center line and collided head-on with an eastbound 2008 Chevrolet Aveo driven by Daniel Lewis Loper, 57, of Toledo. After impact, both vehicles came to rest on the shoulder of the highway.

Daniel Loper and his right-front passenger and daughter, April Sherri Loper, 34, also of Toledo, were pronounced dead at the scene. The passenger’s 2-month old son in a child carrier safety seat in the left rear seating location was transported with non-life threatening injuries.Beaver was also injured in the crash.

OSP troopers from the Newport Area Command office, with the assistance of the Lincoln County District Attorney’s Office, conducted the investigation. Senior Trooper David Peterson was the lead investigator. OSP was assisted at the scene by the interagency Lincoln County Crash Team comprised of officers from OSP, Lincoln County Sheriff’s Office, and Newport Police Department.

Watersheds Council Promotes “Living With Beavers”

What happens when busy beavers make a pond that starts flooding the drive to your home? Fortunately for the beavers, a property owner on the Yaquina River loved the beauty and tranquility of the pond and its wildlife and contacted the Central Coast Land Conservancy which holds an easement on the property. They in turn contacted the Pacific States Marine Fisheries Commission (PSMFC) and the MidCoast Watersheds Council (MCWC) which has been working to promote “living with beavers” because of beaver’s important role in helping coho salmon, cutthroat trout, and water quantity and quality.

“We spend hundreds of thousand of dollars on restoration projects for salmon,” says Fran Recht, of PSMFC’s habitat program, “where beavers can do many of the same thing for free”. Recht says that it appears that beaver populations have declined greatly on our central coast, so that increasing human tolerance for the critters is important. “Dam building beavers are especially helpful for salmon, but even the bank dens provide complex areas of slower water that juvenile salmon can utilize” says Recht.

With a simple fix of a pond leveler made with donated materials from a private landowner and a small piece of caging from the Lincoln Soil and Water Conservation District, a few hours of paid labor, the problem was solved, with the pond level still adequate for the beavers to hide, but a few inches lower so it doesn’t flood the road.

“Beavers may be industrious engineers”, says Wayne Hoffman, of the MidCoast Watersheds Council, “but we’re smarter. We can enjoy their benefits, while easily solving the problems they may cause. Plugged culverts—no problem—a trapezoidal barrier of stakes upstream from its mouth that don’t block salmon migration; favorite trees being gnawed; easy to cage those you want to protect; and the pond leveler works well too, though care has to be taken not to let too much water drain out.” He also noted that landowners can help beavers out by planting streamside vegetation such as willows, vine maples, cottonwoods for food and alders and conifers for building materials.”

County Reports Personal Information Breach

During the evening of April 17, 2013 the North Lincoln County Community Health Center Clinic and surrounding offices in the same building, were broken into by an unknown person or persons. Locked doors, rooms and cabinets were forcibly entered. Money was taken from the clinic, but it appears no other records or materials were removed. No electronic devices were taken or accessed. However, the locked room which contains medical charts for our clients was breached.

These files contain protected health information and may also contain information such as social security numbers and personal financial information. Lincoln County has identified and notified the clients whose protected health information and personal information was in those files. In accordance with law and standard practices in these situations we are notifying clients of this breach of our security because this information potentially could be compromised.

The charts have been secured and security at the clinic is being enhanced. At this time, there is no evidence to suggest that there was an attempt to obtain or use any protected health or personal information, but there is always some risk in these situations, so Lincoln County is contacting the three major credit reporting agencies about the incident and has given those agencies a general report, alerting them to the fact that the incident occurred.

Clients were given a recommendation to monitor their financial accounts and promptly contact the financial institution if any unauthorized activity is observed. Clients can also submit an identity theft complaint to the Federal Trade Commission by calling toll free to 1-877-ID THEFT (1-877-438-4338 or online at https://www.ftccomplaintassistant.gov/

Clients may also want to contact the three credit reporting agencies (Equifax, Experian and TransUnion) to obtain a free credit report from each by calling 1-877-322-8228 or online at www.annualcreditreport.com. Even if suspicious activity is not found on initial credit reports, the Federal Trade Commission (FTC) recommends that credit reports be checked periodically

Consumer protection laws allow people to place a security freeze or a fraud alert on their credit files. By placing a freeze, someone who fraudulently acquires personal identifying information will not be able to use the information to open new accounts or borrow money in another person’s name. An alert places a statement in the credit file that notifies anyone requesting a copy of the credit report that the person may be the victim of an ID theft. Generally, if an identity theft complaint is filed with the FTC as outlined above, there may be no charge to place the freeze. If, however, any client involved in this incident is charged and pays a cost from the credit reporting agency associated with this option, they can contact the county at the address below and provide documentation of payment to be reimbursed.

Lincoln County will provide additional information concerning identity theft on its website at www.co.lincoln.or.us.

Lincoln County takes the role of safeguarding the personal information of clients very seriously and is doing everything it can to prevent this situation in the future.
